  1. What programmes does her Department implement to (i) prevent or (ii) mitigate the effects and prevalence of Down syndrome in the province and (b) what are the statistics about (i) the current prevalence and (ii) any trends in the incidence of Down syndrome in the province over the past three financial years?
Answer Body: 

The Western Cape Department of Health and Wellness wishes to acknowledge the importance of speaking with care and respect when discussing individuals with Down Syndrome. Many people with Down Syndrome lead meaningful lives and are deeply loved by their families and communities. Our approach as a Department is centred on providing compassionate, informed care that supports individuals across their lifespan.

(a)(i) Pre-conception counselling is available at all genetic clinics in the Western Cape. This service is offered to families who have had a child with Down Syndrome and who may face an increased risk in future pregnancies. While routine antenatal screening for Down Syndrome is not offered at all clinics, significant anomalies identified during routine ultrasound will result in referral to specialised foetal medicine services. These services provide families with appropriate counselling and information to support informed decision-making, including options for care and management.

(ii) The Western Cape is preparing to introduce a patient-held record designed to support consistent and coordinated care throughout the life of the individual with Down Syndrome. This initiative aims to ensure that all children and adults with Down Syndrome receive the care they need in a structured and supportive manner.

In addition, children with Down Syndrome routinely receive specialist paediatric care. This includes cardiac assessments, given the higher risk of congenital heart conditions, as well as care for other health concerns. Our health services are geared to provide both preventative and curative support across the province.

(b)(i)(ii) Routine counting of incidence of Down Syndrome is not performed by the Western Cape Department of Health and Wellness.
