With reference to the issuing of title deeds by First National Bank (FNB) and the role of public–private partnerships in facilitating property ownership:
(1) Whether the issuance of title deeds by FNB forms part of the bankable projects outlined in the 2050 Infrastructure Plan; if so, what are the relevant details;
(2)(a) what is the total number of title deeds that have been issued (i) by FNB to date and (ii) through this specific public–private partnership and (b) what is his Department’s vision and specific strategies to expedite the issuing of title deeds in the province, ensuring greater access to formal property ownership?

- (a)(i)(ii) My Department received 71 title deeds from First National Bank (FNB) as part of the housing subsidy initiative for financially distressed customers. This initiative is a collaboration between my Department, FNB and DTB Incorporated.
- My Department is responsible for co-ordinating the Title Deed Restoration Project (TRP) in the Western Cape by providing support to Municipalities to eradicate the title deed backlogs in their respective areas of jurisdiction. This support comes in the form of funding and unlocking of policy and/ or legal impediments that they encounter in the delivery process. To this end, my Department is in the process of updating its policy framework and standard operating procedure which provides greater clarity on the complete value chain. My Department has also embarked on a strategy to assist Municipalities to develop a 5-year strategic plan to make resources available at key TRP milestones in the title deed delivery process.
