Whether his Department has any plans to implement the National Housing Plan; if not, why not; if so, what are the (a) relevant details and (b) timelines?
My Department aligns its human settlements planning and implementation with the National Housing Plan, as guided by national policy frameworks and grant funding conditions. This evidence is embedded in the approvals received from the National Department of Human Settlements for our Human Settlements Development Grant (HSDG) and Informal Settlements Upgrading Partnership Grant (ISUPG) Business Plans.
(a) My Department continues to implement national human settlements programmes in line with policy directives, including:
- Breaking New Ground (BNG): Provision of fully subsidised housing opportunities to qualifying beneficiaries.
- Informal Settlements Upgrading: Implementation of upgrading interventions funded through the ISUPG.
- Affordable Housing Programmes: Facilitation of First Home Finance and social housing projects to support affordable homeownership and rental opportunities.
- Title Deed Issuance Programme: Acceleration of title deed transfers, with a focus on addressing the historical backlog.
- Military Veterans Housing Programme: Provision of housing assistance to qualifying military veterans in alignment with national policy.
- Emergency Housing Programme: Support to disaster-affected communities through emergency housing interventions.
(b) The 2025/2026 HSDG and ISUPG Business Plans have been finalised and submitted to the National Department of Human Settlements for approval. Housing project implementation aligns with the Medium-Term Development Plan (MTDP) 2025/2026 – 2029/2030, with annual targets set to guide delivery. For the 2025/2026 financial year, my Department has committed to the delivery of 3797 serviced sites and 5785 housing units, subject to available funding and municipal readiness.
