What was the historical municipal debt of municipalities in the province to (a) Eskom
and (b) water boards for the years (i) 1994, (ii) 1995, (iii) 1996, (iv) 1997, (v) 1998,
(vi) 1999, (vii) 2000, (viii) 2001, (ix) 2002, (x) 2003 and (xi) 2004?
Answer Body:
The Municipal Finance Management Act (Act 56 of 2003) only came into effect on 1 July 2005. The Provincial Treasury is not aware of any source of credible and consistent reporting of debts owed by Municipalities to Eskom and Water Boards prior to this date.
