Social Development
- (a) What is the detailed breakdown of the mandate of each municipality in the province with regard to delivering social development services and (b) what are the specific responsibilities allocated to each municipality;
- (a) how much money has been allocated by his Department to each municipality in the current financial year for social development services and (b) what are the specific projects or initiatives being funded;
- (a) which municipalities in the province are lagging behind in delivering social development services, (b) what are the key challenges faced by each municipality and (c) what support is being provided or what interventions are being taken by his Department to address these shortcomings?

- (a) Current legislation is not clear on whose mandate certain services are. Therefore, different spheres and stakeholders partner to address the challenges faced. Municipalities are only provided with a role to support childcare facilities in terms of Part B of Schedule 4, and are responsible for regulation of zoning, fire safety compliance and public health compliance processes for public facilities, including social development facilities such as old age homes, child and youth care centres, residential substance abuse treatment centres and early childhood development centres. All municipalities in the province perform these roles. In addition, municipalities are empowered to establish Local Drug Action Committees in terms of the Prevention and Treatment for Substance Abuse Act 70 of 2008, which perform a co-ordinating role.
(b) The Department of Social Development in Western Cape has not formally assigned any social development functions to municipalities in the province in terms of legislation.
- (a) A total of R6.5m has been allocated by the Department of Social Development during the current financial year.
(b) The amount contemplated in the reply to 2(a) above has been allocated to the City of Cape Town municipality for capital works to expand an existing homeless shelter on a property owned by the municipality.
- (a) No municipalities in the province are lagging in delivering social development services since they are not required to render these services.
