In respect of the Western Cape Energy Resilience Programme (WCERP):

  1. (a) What are the (i) short-term and (ii) long-term objectives of the Western Cape Energy Resilience Programme (WCERP), (b)(i) what targets have been achieved to date and (ii) which targets have not been achieved and (c)(i) what are the details of all the service providers that have been contracted for the rollout of the programme and (ii) what is the detailed breakdown of the (aa) amounts received by each service provider and (bb) their broad-based black economic empowerment (B-BBEE) rankings;

what is the detailed breakdown of all the recipients who have received load-shedding relief packs in terms of the Load-Shedding Relief Programme (LSRP), including (a) individuals, (b) non-profit organisations (NPOs) and (c) government institutions?

To reduce the impacts of load shedding on businesses & citizens in the Western Cape.

  1. long-term objectives of the Western Cape Energy Resilience Programme (WCERP)

         To facilitate a lower level of reliance on Eskom in the WC.

(b)(i) what targets have been achieved to date

To reduce the impacts of load shedding on businesses & citizens in the Western Cape:

  • Load shedding packs: Target – 100 000 load shedding packs. To date, 75 693 packs have been delivered to all targeted schools and DSD facilities. 24 332 packs are in the process of being distributed, with 13 000 packs to be given to DPOCS to support neighborhood watch groups and 2 334 to DSD-supported homeless shelters, and the remainder to be distributed in accordance to the need aligned to our WCG priorities.
  • Alternative energy support (AES) to SMMEs: The AES Programme has supported 77 businesses to date.

To facilitate a lower level of reliance on Eskom in the WC:

(ii) which targets have not been achieved 

None, considering the current figure of installed SSEG in the Western Cape being 535 MW (noting 85% accuracy), the targets are on track to be met

(c)

(i) what are the details of all the service providers that have been contracted for the rollout of the programme and

(ii) what is the detailed breakdown of the
