With regard to his press statement on 4 August 2022 titled “100 days as Minister of Police Oversight and Community Safety” and his commitment to visit 30 police stations, to join 30 neighbourhood-watch walkabouts, and to engage various safety partners and political parties to ascertain how best crime and violence can be combatted collaboratively:

 

(a)   What (i) is the number and (ii) are the details of the police stations visited this year, (b)(i) how many NHW walkabouts did he join this year and (ii) in which areas and (c) what are the details of all the engagements he held, including the (i) names of safety partners engaged, (ii) details of the discussions held and (iii) names of the political parties?

8. (a) (i)   Minister visited 40, and they are listed below. The Department visited 94 across the province from May 2022 to November 2022.

               (ii) To engage the Station Commander and SAPS management to foster collaborative working relations in the interest of creating safer communities for those we serve. To obtain a better understanding of the needs and realities on the ground, in order to effectively fulfil our oversight mandate. To ensure all stations have a functionally well-resourced victim empowerment room considering the high number of Gender Based Violence (GBV) matters in the province. To ensure the holding cells are conducive for inmates.

Two common issues are raised:

                    1. Lack of sufficient human resources, where the granted establishment is not reflected in stations.

                    2. The infrastructure shortfalls. One station in the Oudtshoorn area has literally been sinking since 2017.

         (c) (i)   To meet and greet various safety stakeholders and to ensure accessibility, so that a platform is created where local safety roleplayers are able to highlight their safety concerns in order for these matters to be attended too. In addition to this, to foster closer working relationships between safety roleplayers and communities.

               (ii)  Community Policing Forums, Farm Watches, Neighbourhood Watches, SAPS, MMC’s for Safety. 

         (iii)  All parties represented in the Western Cape Provincial Parliament (WCPP) have been engaged. This has occurred through the various formal debates, interpellations, oral and written replies and informal engagements.
