With regard to the seven municipalities that will be part of Energy Resilience Programme announced in the budget to the value of R70 million:

(1)    What are the details of the (a) distribution of these funds per municipality, (b) purpose, (c) time frames and (d) implementation method adopted;

(2)    whether these municipalities applied for the section 34 ministerial determination; if not, why not; if so, (a) what are the relevant details, including (b) the date of the application made by each municipality and (c) the stage in which each municipality is in the application process of the Department of Mineral Resources and Energy (DMRE);

(3)    whether, with regard to those municipalities that have applied according to (2) above, their new generation capacity project will be delivered through an internal or external mechanism defined in section 76(a) or (b) of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), in accordance with the requirement of the DMRE’s “Municipality guide to a s34 determination”; if not, why not; if so, what are the relevant details;

(4)    whether any of the seven municipalities intend to provide “small-scale embedded generation” for their own use; if not, why not; if so, (a) what are the relevant details and (b) have they registered with NERSA?
 

Answer Body: 

(1)    With regard to the seven municipalities that will be part of Energy Resilience Programme announced in the budget to the value of R70 million, what are the details of the (a) distribution of these funds per municipality, (b) purpose, (c) time frames and (d) implementation method adopted

In phase 1 of the Municipal Energy Resilience (MER) Project the funds will not be distributed to the municipalities, as the project will still be identifying the candidate municipalities, the pioneering projects and the development of a roadmap for rolling these out. Funds may be distributed to the municipalities for the implementation of Phase 2 and 3 of the MER Project, but the details can only be confirmed once Phase 1 of the MER Project is completed. 

(1)    With regard to the seven municipalities that will be part of Energy Resilience Programme announced in the budget to the value of R70 million, whether these municipalities applied for the section 34 ministerial determination; if not, why not; if so, (a) what are the relevant details, including (b) the date of the application made by each municipality and (c) the stage in which each municipality is in the application process of the Department of Mineral Resources and Energy (DMRE).

The relevant details of the renewable energy projects are still in development and so the municipalities that are part of the MER Project have not yet applied for the section 34 ministerial determination. 

(2)    With regard to the seven municipalities that will be part of Energy Resilience Programme announced in the budget to the value of R70 million whether, with regard to those municipalities that have applied according to (2) above, their new generation capacity project will be delivered through an internal or external mechanism defined in section 76(a) or (b) of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), in accordance with the requirement of the DMRE’s “Municipality guide to a s34 determination”; if not, why not; if so, what are the relevant details
