The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. With regard to the insufficient funding for the 2024/25 wage adjustment:

  1. (a) What was the total amount received by the Province from the national government specifically designated for cost-of-living wage adjustments in the province’s public sector, (b) what is the detailed breakdown of how these wage adjustment funds were spent in each departments, (c) what specific expenditure items or categories were covered by these funds (for example salaries, bonuses and back pay) and (d) how many employees in each department benefited from these wage adjustments;
  2. whether there were any disparities in the distribution or implementation of the adjustments; if so, what are the relevant details;
  3. (a) how much of the allocated amount was left unspent by each department and (b) what were the specific reasons for not fully utilising the allocated funds in each case;
  4. in the light of the recent statement by the Minister of Finance who criticised Provinces for failing to ensure that allocated funds for the wage bill reached their intended targets, (a) what is her and her Department’s response to this claim, particularly in relation to the planned reduction of teaching posts, and (b) what steps are being taken by her Department to ensure that funds are effectively reaching frontline services, including Education?

With regard to the taxi driver who died following an altercation with police:

  1. When will the investigation into the death of the taxi driver, whose name has been furnished to his Department for the purpose of his reply, be concluded;
  2. whether the outcome of the investigation will be made available; if not, why not;
  3. what are the current statistics on deaths of or serious injury to civilians while in police custody or following and altercation with police in the province;
  4. whether any measures have been implemented to address this; if not, why not; if so, what is (a) the relevant details and (b) being done to address this issue;
  5. whether the measures are working; if not, why not?

In the light of the progress that has been made with the restoration of property rights afforded to the beneficiaries under the Transformation of Certain Rural Areas Act, 1998 (Act 94 of 1998) (TRANCRAA), in terms of which agricultural land has been transferred to Indigenous communities of the Western Cape:

  1. What specific training programmes or mechanisms does his Department have in place to support the new beneficiaries of agricultural land,
  2. how does his Department offer assistance to these beneficiaries in terms of access to capital funding,
    1. access to capital funding,
    2. access to advisory services, and
    3. assistance in securing local or export markets and
  3. what is the procedure to be followed by communal property associations (CPAs) to apply for

    2. legal support offered by the Department?

  1. Why was land that was already in use earmarked for the building of the new hospital;

  3. (a) when will the building of the new hospital commence, (b) how much will the building of the new hospital cost and (c) where are these funds for the new hospital coming from?
