The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

With regard to the maintenance and fixing of traffic lights:
(1) (a) Which sphere of government is responsible for fixing and maintaining the R300 traffic lights in the City of Cape and (b) which sphere of government is responsible for fixing and maintaining traffic lights at national and regional intersections in the City of Cape Town;

With regard to the Diep River directive:
(1) Whether the National Environmental Management Act, 1998 (Act 107 of 1998), does allow the provincial Minister to impose administrative fines or penalties as listed in the Diep River directive; if not, whose responsibility is it to impose the listed penalties for non-compliance with the directive;
(2) what action has been taken by his Department in the absence of strategic stormwater outlets being installed to trap general waste by 30 November 2021, as specified in point 4.2.7 of the amended directive;
(3) what (a) steps and (b) associated timelines have been put in place by his Department to ensure that the Estuary Rehabilitation Plan, as specified in point 5.5.132.3 of the amended directive, is implemented;

CapeNature also uses this opportunity to facilitate a variety of organised educational programmes for different community groups at several of its reserves during this period.
