  2. (a) what is the current protocol that CapeNature follows when addressing instances of expired captivity permits and non-compliance, especially regarding municipal parks, and (b) what guidance, if any, has been provided to the Mossel Bay Municipality on these matters;
  3. in the light of the environmental impact of repairs at the Harry Giddey Park, whether CapeNature has provided recommendations or guidance to the municipality to mitigate the risks to wildlife in the park, particularly regarding recent flooding and construction; if so, what are the relevant details?

With regard to the Western Cape Cooperation Agreement for Policing and Safety that was signed on 30 August 2024 by the national, provincial and local government concerning safety in the Western Cape:

    1. Whether this cooperation has yielded any positive results so far as crime is concerned in the province, more particularly but not limited to the murder rate; if so, what are the relevant details;
    1. what do the crime statistics, considering the status of crime in the province before the cooperation agreement was signed and the results afterwards, demonstrate;
    1. what is the contribution of the provincial government to this cooperation agreement;
    1. whether, with the signing of this cooperation agreement, the devolution of policing powers to the province will still be necessary; if so, what are the relevant details?

How many times has the provincial government intervened in municipalities using section 139 and/or section 106 of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), in (i) 2019, (ii) 2020, (iii) 2021, (iv) 2022, (v) 2023 and (vi) 2024 to date, (b) what specific factors were considered for each intervention before deciding to intervene and (c) why has the provincial government not intervened in the City of Cape Town where the former Member of the Mayoral Committee for Human Settlements is currently facing court charges related to maladministration, fraud and alleged collusion with the construction mafia?

(a)  What measures are in place to ensure that the targets are aligned with government priorities, (b) what is the process followed to rectify the underachievement of targets, (c) how often are targets reviewed and adjusted by departments, (d) how does the (i) available budget and (ii) in-year budget cuts affect the setting or adjustment of targets and (e) what was the Western Cape Government’s average performance target achievement rate in the last financial year?

With regard to the insufficient funding for the 2024/25 wage adjustment:

  1. (a) What was the total amount received by the Province from the national government specifically designated for cost-of-living wage adjustments in the province’s public sector, (b) what is the detailed breakdown of how these wage adjustment funds were spent in each departments, (c) what specific expenditure items or categories were covered by these funds (for example salaries, bonuses and back pay) and (d) how many employees in each department benefited from these wage adjustments;
  2. whether there were any disparities in the distribution or implementation of the adjustments; if so, what are the relevant details;
  3. (a) how much of the allocated amount was left unspent by each department and (b) what were the specific reasons for not fully utilising the allocated funds in each case;
  4. in the light of the recent statement by the Minister of Finance who criticised Provinces for failing to ensure that allocated funds for the wage bill reached their intended targets, (a) what is her and her Department’s response to this claim, particularly in relation to the planned reduction of teaching posts, and (b) what steps are being taken by her Department to ensure that funds are effectively reaching frontline services, including Education?

With regard to the taxi driver who died following an altercation with police:

  1. When will the investigation into the death of the taxi driver, whose name has been furnished to his Department for the purpose of his reply, be concluded;
  2. whether the outcome of the investigation will be made available; if not, why not;
  3. what are the current statistics on deaths of or serious injury to civilians while in police custody or following and altercation with police in the province;
  4. whether any measures have been implemented to address this; if not, why not; if so, what is (a) the relevant details and (b) being done to address this issue;

In the light of the progress that has been made with the restoration of property rights afforded to the beneficiaries under the Transformation of Certain Rural Areas Act, 1998 (Act 94 of 1998) (TRANCRAA), in terms of which agricultural land has been transferred to Indigenous communities of the Western Cape:

  1. What specific training programmes or mechanisms does his Department have in place to support the new beneficiaries of agricultural land,
  2. how does his Department offer assistance to these beneficiaries in terms of access to capital funding,
    1. access to capital funding,
    2. access to advisory services, and
    3. assistance in securing local or export markets and
  3. what is the procedure to be followed by communal property associations (CPAs) to apply for
