Questions and Replies

The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

With reference to the La Colline housing settlement in Stellenbosch, which belonged to the Western Cape Department of Human Settlements up until 2024, after which the title deed of ownership was transferred to the Stellenbosch Municipality:

(1)(a) What is the agreement between the Stellenbosch Municipality and his Depart-ment, (b) how does this agreement affect the residents of La Colline and (c) what measures, if any, have been put in place to protect the residents of La Colline;

(2) the residents of La Colline were informed that their rental agreements would remain unchanged until at least August 2025, given that, (a) why have some residents received eviction notices and (b) why have some tenants been warned about a rent increase;

(3) whether the residents will be receiving sectional title deeds; if not, why not; if so, what are the relevant details?

During the oversight visit of the Standing Committee on Agriculture and Economic Development, it was brought to its attention that the Saldanha Bay Industrial Development Zone (IDZ) will be closing its Skills Centre:

  1. Whether the Skills Centre will be closing; if so, (a) what are the relevant details and (b) what are the reasons for its closure.
  2. what alternative measures does the entity have in place to fulfil its skills development commitments under the Growth for Jobs (G4J) Strategy.
  3. During the visit to the Atlantis Special Economic Zone (SEZ), it was noted that a company operating in the zone is not compliant with broad-based black economic empowerment (BBBEE) requirements, how is it possible for a certain non-BBBEE-compliant company, whose name has been furnished to his Department for the purpose of his reply, to operate in the SEZ;
  4. (a) what investment is this company bringing to the province’s economy, (b) what is the (i) value and (ii) nature of this investment,

With reference to a meeting between his Department and the Robinhill Special School:
(1) Whether the three autism spectrum disorder (ASD) classrooms have been built; if not, why not;
(2) whether any commitment had been made by his Department to the school to build three ASD classrooms; if so, what are the relevant details;
(3) whether his Department made any oral or written commitment to the school governing board or principal that funds had been allocated in the budget in order to build these classrooms; if so, are the funds still available;
(4) (a) what effort, if any, has been made by his Department to fulfil the requests made by the school for a nurse and a psychologist and for updates to the transport and irrigation system and (b) why has there been no update on these requests since February 2024;
(5) (a) why has the exit level of the school not been adjusted to accommodate learners who are capable of achieving more and (b) what alternative options are available to children who are able to learn beyond the level of Grade 5?
