With regard to the applications submitted by Ndifuna Ukwazi on behalf of communities occupying public land under the authority of the Western Cape Government, in terms of the State Land Disposal Act, 1961 (Act 48 of 1961), and the Joint Team established by the President of the Republic, which includes the Department of Public Works and Infrastructure, the Department of Human Settlements and the Housing Development Agency (HDA), to engage with the organisation on the applications:

  1. Whether the Western Cape Government has been requested to attend or to participate in meetings convened by the HDA on behalf of the Joint Team;
  2. what progress, if any, has been made with the applications that have been made in respect of public land under the authority of the Western Cape Government?

With regard to gun violence in Nyanga, Manenberg, Hanover Park and Lavender Hill:
(1)(a) What measurable interventions did her Department implement in the past 12 months to stem the rising tide of gun violence and (b) what are the results or what progress has been made with the interventions;
(2)whether her Department has plans to collaborate with other departments to develop an integrated approach to tackling crime and the root causes of it; if not, why not; if so, what are the relevant details;
(3)what mechanisms have been put in place to ensure community oversight and participation by community policing forums in shaping local safety strategies?

(1)(a) What is the current status of the Financial Recovery Plan for the Beaufort West Municipality and (b) how does it address the settlement of historical debt;
(2)whether a certain person, whose name has been furnished to her Department for the purpose of her reply, has been included as this person’s claim is part of the Municipality’s outstanding creditor obligations; if not, why not; if so, what are the relevant details;
(3)whether she is aware of a letter by the then Minister of Finance and Economic Opportunity, Minister Maynier, informing the Municipality to include the debt of the person in (2) above for settlement as part of the Financial Recovery Plan; if so, why did the Municipality not pay the claim?

(a) What is the total amount of funding allocated by his Department to the KSE Kraaifontein Tehuis for older persons in (i) 2022/23, (ii) 2023/24, (iii) 2024/25 and (iv) 2025/26, (b) what is the total annual operational budget of the KSE Kraaifontein Tehuis for the same period, (c)(i) what are the other sources of income of the facility (for example resident fees, Sassa grants, donations or other private or public contributions) and (ii) what is the detailed breakdown of this income;
  2. whether his Department has conducted any financial audits or reviews of the facility since 2022; if so, what are the details of the (a) findings and (b) actions taken;
  3. (a) what (i) mechanisms and (ii) procedures does his Department have in place to monitor the compliance with national and provincial norms and standards for residential facilities for older persons and (b)(i) how frequently is the KSE Kraaifontein Tehuis visited or assessed by his departmental officials and (ii) what specific aspects are inspected or reviewed during these visits;
  4. whether his Department received any formal complaints or alerts regarding non-compliance at this facility since 2022; if so, what actions were taken in response?
