The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. During the parliamentary sitting on 10 September 2020 the Minister said, “We have not only released 300 hectares of land across the province for human settlements development, they are also at different stages of development” (according to Hansard):

(a)What does the Minister mean by “released”, (b) how, following what process, was this land “released”, (c) over what period was this land “released”, (d) how many hectares have been “released” per year, (e) to whom was the respective parcels of land – making up the “300 hectares” – “released”, (f) what human-settlements projects have been completed on each of the parcels of land that make up the “released 300 hectares of land”, (g) what projects are still under constructions on each of the parcels of land that make up the “released 300 hectares of land”, (h) how much of the “released 300 hectares of land” has not yet been developed or is not yet under construction and (i) how much land, in hectares, has been transferred from the provincial Department of Transport and Public Works to his Department for housing purposes over the past five years?

With regard to ongoing complaints in South Africa about the forced and/or coerced sterilisation of HIV- and Aids-positive black women at certain public hospitals in the country:

 

  1. Whether there are any cases in Western Cape public health facilities of HIV-positive black women who were sterilised illegally without their consent since the enactment of the Sterilisation Act, 1998 (Act 44 of 1998); if so, (a) how many women have come forward to report cases of forced and/or coerced sterilisation at Western Cape public health facilities and (b) how many health professionals and government officials from her Department have been implicated in these medical procedures;

 

  1. (a) how many forced and/or coerced sterilisation litigation matters have her Department had since 1998, (b) how many were settled out of court, (c) what is the overall amount of these settlements and (c) what is the number of non-disclosure agreements that have been signed in relation to these out-of-court settlements;

 

  1. (a) what action did her Department take against health professionals and officials implicated in these litigation matters, (b) how does her Department plan to cover the costs of the resources to facilitate the reversal of the illegal sterilisations, where possible;

 

  1. whether her Department has kept a record of all the cases of forced and/or coerced sterilisations at public health facilities; if not, why not; if so, what are the relevant details?

What was the total amount spent on PPE supplies and COVID-19-related expenditure per municipality, (b) which companies provided the PPE supplies, (c) what rand value was awarded to each company for this expenditure, (d) how were they identified, (e) do they form part of the official supply-chain database and (f) in what ways did residents benefit from the procured PPE by these municipalities?
