The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. In the State of the Province Address by Premier Alan Winde, he noted that the Western Cape Government had procured technical expertise to assist in the Municipal Energy Resilience (MER) Project:

  1. What exactly is meant by procuring “technical expertise”, (b) if individuals have been employed for this purpose, is it on (i) a full-time basis or (ii) a part-time and/or consultation basis, (c) how many individuals have been employed and (d) what qualifica-tions do they need to have to be considered experts?

(1)    What is the detailed breakdown of COVID-19 infections at schools from the beginning of 2021 to date, including (a) the number of cases per school and (b) the breakdown per (i) age, (ii) race and (iii) gender;

In the State of the Province Address, the Premier notes that the Department of Economic Opportunities and Tourism, along with the Department of Local Government and the Provincial Treasury, is in the process of assessing municipalities “to determine their readiness for and to select those that can be the initial drivers of new energy oppor-tunities”:

    1. (a) What are the criteria for the assessment of local municipalities and (b) how was this preferred set of criteria determined;
    1. (a) how many municipalities have been identified and (b) what are the relevant details of each;
    1. whether his Department completed its assessment and engaged the municipalities that have been identified as meeting the criteria; if not, why not; if so, what has been the response of the local governments?

Whether the Laingsburg Municipality Municipal Manager, whose name has been furnished to his Department for the purpose of his reply, is entitled to a performance bonus in terms of his appointment contract; if so, what is the percentage of the performance bonus that he is entitled to in terms of his contract;
  1. whether any performance agreement has been signed between the Municipal Manager and the Laingsburg Municipality that sets out the criteria for the awarding of a performance bonus; if not, what are the legal implications if there is no performance agreement that was signed between the Municipal Manager and the Laingsburg Municipality;
  1. whether the Laingsburg Municipality is legally obligated to award the full performance bonus; if not, what are the criteria that Laingsburg Municipality must employ to evaluate whether its Municipal Manager is entitled to be awarded a performance bonus?

Whether he and his Department have any plans to assist the Municipality with a diagnostic analysis of the Municipality; if so, (a) what would the scope of such a diagnostic analysis of the Municipality entail and (b) what process is followed when prima facie irregularities, fraud or corruption are identified?
