The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament.   1. Whether all the police staff members at Western Cape police stations currently possess valid driving licences; if not, how is this issue being addressed to ensure that all police staff members are properly licensed to operate police vehicles;
  2. whether there are any instances where patrols by the police have been delayed or cancelled due to officers being unable to drive police vehicles because of not having valid driving licences; if so, what measures are being taken to address this situation and to ensure that patrols can continue without disruption;
  3. whether there have been any instances in the past where police vehicles in the province were not available for patrols because they were found to be used for personal purposes overnight; if so, what actions have been taken to prevent this from happening in the future and to ensure that vehicles are being used for official duties only?

What is the vacancy rate at each of these police stations, (b) what is the average case rate of detectives at each of these police stations, (c) what preventative measures does the SAPS have in place to deal with gang violence flare-ups in these communities and (d) what is the vacancy rate of top management for each of these precincts?

  1. Given that the Western Cape community is predominantly Afrikaans-speaking, whether proficiency in Afrikaans is part of the appointment criteria at the Klawer Police Station; if so;
  2. whether the officers at the police station are proficient in Afrikaans; if not, how does the SAPS deal with complaints that police officers fail to provide the necessary service to the community due to language barriers?
