The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. With regard to the government’s plan to allow municipalities to purchase electricity from different sources:

(1)    What are the details of the municipalities that have indicated readiness to purchase electricity from independent power producers (IPPs);

(2)    (a) what are the details of the IPPs that are operational in the province and (b) what is the (i) electricity generating capacity of each and (ii) source of energy used for electricity generation by each;

(3)    whether there are any IPPs that have been identified to supply municipalities with electricity; if not, why not; if so, what are the relevant details;

(4)    (a) how will this decision by the national government help to boost economic growth in the province, (b) what will the benefit of this move be for the ratepayers and indigents in municipalities and (c) how much electricity capacity will municipalities be allowed to procure directly from IPPs?

With regard to extortion and threats made to contractors and government officials relating to housing development in the province as was reporting in the Cape Times on 12 January 2021 (“Extortion racket, attacks derail housing delivery to beneficiaries”) and on 15 January 2021 (“‘Business forums’ fingered in alleged extortion of contractors”):

  1. (a) What steps is his Department taking to address the extortion of contractors and the safety of workers, (b) what are the details, including time frames and objectives, of these steps and (c)(i) how many contracts does his Department have with the City of Cape Town Law Enforcement (CCT Law Enforcement), (ii) what is the status of each, (iii) how does the CCT Law Enforcement secure these sites and (vi) what steps have they taken to stop the extortion and threats against construction contractors and other workers;

 

  1. how many reports of extortion took place in (a) 2014, (b) 2015, (c) 2016, (d) 2017, (e) 2018, (f) 2019 and (g) 2020;

 

  1. whether there has been a decrease in the number of reported cases of extortion in response to the government’s actions; if not, why not; if so, what factors have led to the improvement;

 

  1. (a) how many housing opportunities have been delayed by these criminal activities and (b) how many contracts have had to be terminated by his Department as a result of extortion delaying projects?

In terms of the Sterilisation Act, 1998 (Act 44 of 1998):

(1) Whether each public health facility in the province maintains a sterilisation register as required by section 6 of the Sterilisation Act, 1998 (Act 44 of 1998); if not, (a) why not, (b) what are the details of the facilities that have not kept record and (c) what is the period (in years) for which the facilities have not kept record; if so, (d) what are the relevant details and (e) for what period (in years) have registers been kept;

(2) whether action has been taken against the person or persons who failed to comply with the statutory requirement; if not, why not; if so, (a) what are the details of the person or persons and (b) what action have been taken against each one;
