The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. (1)    (a) What method or methods has her Department used to accommodate the high number of unplaced learners since the start of the year, (b) what is the current best practice to place learners speedily and (c) what challenges does her Department face in this regard;

(2)    with reference to the majority of unplaced learners in Grade 8, whether her Department is aware of the underlying causal factors; if so, (a) what are they and (b) how are they being addressed; 

(3)    what support does her Department receive annually from the national Department of Basic Education with the placement of learners?

In light of the ongoing acts of vandalism and theft of municipal infrastructure in the province, particularly in the City of Cape Town:

(1)    What collaboration exists between his Department and the municipalities in the Western Cape to prevent and/or address the aforementioned concerns;

(2)    whether his Department monitors acts of vandalism and theft in municipalities; if so, what are the trends recorded in this regard;

(3)    whether his Department has engaged with the national government for support in countering vandalism and theft at municipal level; if so, what are the relevant details?

With reference to the grants that the Department provides to Western Cape district municipalities:
(a) What is the return on investment for the infrastructure projects that are funded by the aforementioned grants to the municipalities, (b) what support does his Department provide to municipalities for such projects, (c) how is the benefit of such grants assessed and (d) what monitoring and evaluation does his Department provide in this regard?

With respect to the proposition of a single transport authority in the province, as stated in the Premier’s most recent State of the Province Address:

(1)    Whether preliminary discussions have begun with respect to its establishment; if so, what are the relevant details;

(2)    (a) when does his Department envisage the authority coming into effect, (b) what would be the preferred objectives of such an authority and (c) what is the time frame for the development of this authority?

(1)    (a) What steps are being undertaken to address the presence of bacterial wilt of potatoes caused by the Ralstonia solanacearum bacterium in South Africa, (b) what is the latest position of potato farmers who exercise quarantine measures in order to control the presence and spread of bacterial wilt and (c) under what circumstances do they qualify for financial compensation for assisting in the control of bacterial wilt;

(1)(a) Under what legislation or regulations does the Special Investigation Unit (SIU), now referred to as the Safety and Security Investigations Unit (SSIU), derive its “investigative” powers or authority and (b) what does it investigate;

(2) how does he and his Department account for the unit’s role in the implementation of the provincially funded LEAP Plan or Western Cape Safety Plan if the unit is not part of the municipal police service;

(3) whether the SIU is subject to his or the provincial government’s oversight; if not, why not; if so, what are the relevant details;

(4) whether he investigated or enquired about the lawfulness of the SIU; if not, why not; if so, what are the relevant details;

(5) whether he enquired about the recent arrest of the head of the SIU, being the Chief of Specialised Investigation; if not, why not; if so, what are the relevant details;

1(a) What is the number of vacancies in (i) senior to top management and (ii) all other levels that currently exist in his Department as at the latest date for which information is available, (b)(i) what are the reasons for each post being vacant, (ii) how long has each post been vacant and (iii) what are the plans to fill the vacancies and (c)(i) what is the number of people who are currently holding acting roles in vacant positions in senior to top management, (ii) what is the rationale for having acting persons as opposed to filling the vacancies, (iii) for how long have these people been acting and (iv) when will each vacancy be filled;

2. whether the vacancies have had any impact in the work of his Department to achieve its set targets; if not, why not; if so, (a) what are the relevant details and (b) how many targets are affected?

(2)    whether the organisations in 1(iii) above are compliant with all procurement and legislative obligations; if so, what are the relevant details?
