The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

(1)    (a) How many investigations have been launched in respect of the George Municipality in terms of section 106 of the Municipal Systems Act from 2009 to date, (b) what allegations were or are the subject of each of these investigations, (c) how many of the investigations identified in (a) above (i) have been completed to date and (ii) are ongoing, (d) what costs have been incurred by the Western Cape Government to date for each of the investigations identified in (a) above, (e) what positive outcomes have been achieved by each of the investigations identified in (c) above, (f) by when will each of the investigations identified in (c) above be completed, (g) how many of the investigation reports received by him to date have been issued to the George Municipality for further action but have been subsequently withdrawn by him, (h) which investigations identified in (a) above concern these withdrawals, (i) why were each of the investigation reports identified in (g) above withdrawn, (j) what steps have been taken or are being taken to address the reasons for the withdrawals identified in (g) above and (k) what are the cost implications to the Western Cape Government for withdrawing the investigation reports identified in (g) above;

With regard to Conradie Park (Conradie Hospital Better Living Model):
(1)    (a) What are the residential opportunities in the Conradie Better Living Project, (b) what are the income ranges that qualify for these housing opportunities and (c) what are the timelines for their availability;

(2)    whether the project includes social housing; if not, why not; if so, (a) which is the social housing company and (b) what are the timelines;

(3)    what is the progress of the project;

(4)    whether the project accessed USDG funding from the City yet; if so, how much;

(5)    how do low- to middle-income families access or apply for these housing opportunities?

With reference to City of Cape Town v Morning Star Development and Upliftment Initiative (MDUI) and in light of the COVID-19 current lockdown situation and the ongoing legal process between the City of Cape Town and the MDUI, where 166 units have been standing vacant since September 2018:

(1) (a) What steps has he taken to resolved the situation, (b) why has this dispute not been placed on the court roll yet and (c) which attorney or legal practitioner or legal firm has been appointed to act on behalf of the City;
