The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. With regard to the claim of the Western Cape Commissioner for Children, Christina Nomdo, that “I heard today of children who walk 5 km to learner transport pick-up points”:

(1)    Whether her Department knows how many children walk 5 km to learner transport pick-up points; if so, what are the relevant details; if not;

With regard to media reports (IOL) on 2 April 2021 about the discovery of a 17-year-old girl’s body near a farm in Groot Drakenstein in Paarl:

(1)    What is the number of deaths that have been recorded of learners walking to and from school in the province in (i) 2014, (ii) 2015, (iii) 2016, (iv) 2017, (v) 2018, (vi) 2019, (vii) 2020 and (viii) 2021;

(2)    whether children walking for 5 km to a learner transport pick-up point and/or to school poses a risk to their lives; if not, why not; if so, (a) what are the relevant details and (b) what measures have been put in place to improve the safety of learners who walk to school or to bus pick-up points, particularly in rural communities?

With reference to the protest action by activists of Reclaim the City who occupied the Woodstock Hospital and the Helen Bowden Nurses’ Home in 2017:

  1. whether he or his Department met or has taken steps to meet with the activists to understand their demands; if not, why not; if so, what are the relevant details;
  2. (a) how many people are occupying the properties and (b) with regard to each property, what is the (i) race, (ii) age and (iii) gender of the people;
  3. what are the living conditions in each of the properties with regard to access to basic services such as electricity, water and sanitation?
