The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. With regard to the Premier’s announcement that the Western Cape Government (WGC) plans to procure COVID-19 vaccines:

 

(1)   (a) Which pharmaceutical companies or vaccine manufacturers is the WCG negotiating with or engaged in talks with about the direct procurement of a COVID-19 vaccine, (b) when did these negotiations commence, (c) which manufacturers or suppliers of COVID-19 vaccines have indicated that they are willing and able to supply the vaccine to the WCG, (d) what is the capacity in terms of the total number of vaccines available to the WCG from each vaccine manufacturer, (e) what is the pricing per vaccine dose of each product to the WCG, (f) how many vaccine doses does the WCG intend to procure itself, (g) what funding will the WCG allocate to the procurement vaccines directly, (h) what is the source of the funding, (i) what is the WCG’s total anticipated budget allocation for COVID-19 vaccines and (j) what impact will the direct procurement of COVID-19 vaccines by the WCG have on the supply of vaccines to the South African national government;

(2)     whether the WCG also intend to participate in the national vaccination   

         programme; if so, will the Province then have an excess supply of vaccines    

         when it receives an allocation from the national supply after it has procured its

         own supply;

 

      (3)     (a) what is the WCG’s vaccination plan for the population of the province with

                the vaccine it procures directly and (b) how does this plan differ from or align     

                with the national vaccination plan?

With reference to the Minister’s response on 11 December 2020 in which it was noted that the national Department of Public Works and Infrastructure has been delaying the finalisation of shelters identified for survivors of gender-based violence (GBV):

 

1. Whether there are any contingency plans put in place by her Department in case of any further delays; if so, what are the details;

2. what are the security plans that the national Department of Public Works and Infrastructure has in place now and once handover takes place;

3. (a) what is the process with regard to securing these services providers and (b) what is the time frame by when the service providers will most likely be secured;

4. what is the latest update, per shelter, for the achievement of the necessary repairs according to the snag list referenced in the aforementioned parliamentary reply?

  1. (a) What amount of the budget for housing in the Municipality has been used in the 2020/21 financial year, (b) what is the target for the number of housing opportunities that the metropolitan municipality aims to deliver in the 2020/21 financial year, (c) how many are (i) Breaking New Ground (BNG) developments, (ii) Finance-linked Individual Subsidy Programme (FLISP) housing, (iii) new rental units and (iv) non-credit linked housing developments;

 

  1. whether the City of Cape Town is on track to fulfil its targets; if not, why not;

With reference to the reply to question 3 and 4 of 30 April 2021:

 

Concerning the Deputy-Director General: Fiscal and Economic Services (DDG: FES) position:

 

  1. Whether there were any internal applicants for the position at the time of application; if so,
  2. whether any of these internal applicants were employment-equity candidates; if so, why were the internal and/or employment-equity candidates not regarded as competent or suitable;
  3. whether the head-hunted candidate met all the required experience for the position, including MFMA and infrastructure experience; if not, why was the head-hunted candidate appointed;

Regarding the conflict of interest relating to the DDG: FES and the Chief Director: Local Government Public Finance:

  1. whether an assessment was made by his Department’s Ethics Committee before the appointments were made; if not, why not; if so, what were the recommendations;

At the time the offer was made to the DDG, given that the CD would report directly to the HOD:

  1. whether an assessment was made to determine if the post level of the DDG would be diluted due to reduced span of control; if not, will the post of the DDG be re-evaluated given that the CD will no longer report to him;

During the notice of intention to fill these senior manager positions to the Provincial Cabinet:

  1. whether the potential conflict was made known to the Provincial Cabinet; if not, why not; if so, were any concerns raised or did anyone raise any concerns regarding but not limited to the impact of this on good governance or employment equity;

Regarding his departmental Employment Equity Plan:

  1. whether his Department has an approved Employment Equity Plan; if so,
  2. whether, since the beginning of the Sixth Parliament, his Department has complied with its Employment Equity Plan insofar as the appointment of senior managers is concerned since 1 June 2019; if not, what are the relevant details?

With regard to beneficiaries on the Housing Demand Database in the Western Cape and in the light of his Department’s prioritisation of the elderly and persons living with disabilities:

  1. How many beneficiaries (a) are on the database, (b) are in the age group (i) 60–69, (ii) 70–79, (iii) 80–89 and (iv) 90 and older, (c) are persons living with disabilities and (d) over the age of 60 years have been on the Housing Demand Database for more than 10 years;

 

how many housing opportunities did his Department hand over to (a) persons over the age of 60 and (b) persons living with disabilities in (i) 2015, (ii) 2016, (iii) 2017, (iv) 2018, (v) 2019 and (vi) 2020?

On 19 April 2021 the City of Cape Town’s subcouncil 23 tabled item 23SUB29/4/2021 recommending to Council the approval of grant-in-aid to the value of approximately R3 million. In the terms of the recommendations four service providers were recommended. These recommendations were made in terms of the Grant-in-Aid Policy of the City of Cape Town. A number of allegations of abuse of food relief funds have been exposed over the past few weeks. According to section 8 of the Grant-in-Aid Policy projects, programmes and expenditure that cannot be funded by means of grant-in-aid in terms of this policy would be disaster management and relief (8.1.2):

  1. (a) How was this relief approved by the subcouncil, (b) in terms of which delegated authority was the grant-in-aid approved by the subcouncil and (c) what are the terms of reference for the implementation of the food relief fund that has been made available by the City of Cape Town;
  2. whether he will, given these alleged transgressions of the Grant-in-Aid Policy and other allegations (including investigations by the Hawks), initiate a section 106 inquiry; if not, why not; if so, what are the relevant details?
