The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. With reference to his reply to question 2 of 7 March 2025:

  1. What were the reasons given to the beneficiary for the delay in the transfer of this military veteran house in the Blue Downs Project;

  1. Kindly note the correction: Erf 8448 instead of Erf 448, Nyanga. Yes an investigation was concluded. The contract of the previous contractor was terminated due to poor performance. The appointment of the original contractor was made from the Framework of Contractors, as per procurement regulations.   The contractor’s head office was, however, in another province, with what transpired as limited resources in Cape Town.  This lead to cashflow constraints, resulting in delivery delay, exacerbated by the Covid pandemic. Consequently, the contractor failed to complete the work, and the Department terminated the contract. With the mutual agreement of  the Department and City of Cape Town, the City then took over the project in its entirety and appointed a new a contractor in March 2024.  Progress on site is now deemed satisfactory.
  2. (a)There was no illegal occupation on Erf 8448

(b)Consequently no negative impact was due to illegal occupation.

  1. There was no illegal occupation on Erf 8448. As a consequence, the Project Management Office of the Department is not aware of any investigations regarding this matter.

(2)(a) what is the total number of title deeds that have been issued (i) by FNB to date and (ii) through this specific public–private partnership and (b) what is his Department’s vision and specific strategies to expedite the issuing of title deeds in the province, ensuring greater access to formal property ownership?

With regard to the status and management of the gravel road network in the Western Cape:

  1. (i) What is the current status of the province’s gravel road network, (ii) how many kilometres of roads in total are being maintained and (iii) what are the details of any recent assessments conducted, (b)(i) what are the key challenges experienced in main-taining and upgrading gravel roads, particularly in rural and high-traffic areas, and (ii) what are the proposed solutions to address these challenges and to improve the condition and sustainability of the gravel road network and (c) what specific measures and interventions has his Department already implemented to enhance the quality and accessibility of gravel roads?

With reference to the Provincial Land Transport Framework of the Western Cape:

(a) What is the time frame for the full transition to electric cars for government use and (b) as Golden Arrow has demonstrated leadership in the electric vehicle sector, what steps is GMT taking to follow suit for government-owned vehicles and to position itself as a role model in this transition;
