The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. On Tuesday 8 April 2025, the Minister announced the Leeuloop Precinct for a mixed-use and affordable housing development. In 2010, the Cape Town Central City Centre Regeneration Programme was launched, earmarking several precincts for development:

  1. Whether the Leeuloop Precinct is the same erven that made up the Provincial Office Precinct in the Cape Town Central City Centre Regeneration Programme of 2010; if not, (a) which erf or erven make up the Leeuloop Precinct and (b) what are the plans for the remaining erven; if so, why was it re-released under a new name;
  2. (a) what are the details of the previous development planning for the erven that make up the Provincial Office Precinct and (b) how much has the provincial government spent on (i) acquiring these erven and (ii) the various development studies or planning for the site or sites;
  3. (a) why have none of the sites included in the Cape Town Central City Centre Regeneration Programme of 2010 been developed as published in February 2011, (b) what are the current development plans for the remaining seven precincts highlighted in the Cape Town Central City Centre Regeneration Programme of 2010, (c) when will these sites be released for development, if applicable, and (d) if these sites are not being released, why not;
  4. whether he has plans to announce mixed-use and affordable housing projects on any inner-city sites that are not in the Cape Town Central City Centre Regeneration Programme of 2010; if so, what are the relevant details?
