The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

(a)  What has been the provincial Minister of Education’s response on the (i) feasibility and (ii) cost implications of his proposal of a “weekend food parcel” as an addition to the feeding scheme for learners in the province, (b)(i) how far is the gap analysis on the current feeding scheme that he referred to and that the Minister of Education, the Minister of Health and Wellness and the Minister of Social Development agreed to, (ii) what is the detailed (aa) report and (bb) findings and (c)(i) when is this “weekend food parcel” support to needy learners envisaged to start and (ii) where will the budget be sourced to fund it?

With reference to the Gauteng Department of Health’s establishment of an internal Infrastructure Unit to develop its maintenance and refurbishment programme:

  1. Whether her Department has a similar internal Infrastructure Unit responsible for maintenance and refurbishment, if not, (a) why not and (b) what would be the benefits of establishing a dedicated internal Infrastructure Unit in the province; if so, what are the relevant details;
  2. (a) what is her Department’s budget allocated for the maintenance and refurbishment of health facilities and (b)(i) who are the implementing agents responsible for these projects in the province and (ii) what is the a breakdown of their BBBEE status?

In relation to a meeting of the national Portfolio Committee on Forestry, Fisheries and the Environment on 25 October 2022 where the SAPS confirmed that a case of fraud was being investigated regarding those responsible for coordinating the land invasions at the Knoflokskraal site in Grabouw, with CAS number: 1/09/2022 lodged at the Grabouw Police Station:

Whether she can provide an update about the investigation into those responsible for coordinating the land invasions at the Knoflokskraal site in Grabouw?

In relation to the section of land in Grabouw, previously managed by the national Department of Forestry, Fisheries and the Environment, that was unlawfully invaded in 2021 and is now managed and owned by the national Department of Public Works and Infrastructure (DPWI):

  1. How will his Department be assisting the national Department of Public Works and Infrastructure (DPWI) to address the land invasions at the site;
  2. whether Disaster Risk Management has identified any potential risks to the surrounding community and adjacent farms; if so, what are the relevant details;
  3. whether his Department is currently engaged in any legal proceedings with the DPWI regarding the invaded site; if so, what are the relevant details?
