Questions and Replies

The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

  1. whether the Province has received any additional support from the national government in this regard; if so, what are the relevant details;
  1. (a) what are the details of the “special consultative forum” planned for key stakeholders in the ECD sector, (b) by when will this be launched, (c) what are the aims of the forum and (d) how will the deliverables of the forum be measured?

In the Premier’s address to the legislature on 22 October 2020, reference was made to a “comprehensive surveillance system” for food relief:

  1. What is the timeline for the roll-out of this system, (b) who are the stakeholders who were consulted for the development and implementation of the system, (c) what steps will be taken once a stunting baseline is identified, (d) how will the Province liaise with food relief agencies in this regard, (e) what is the amount allocated by her Department for “additional funding to food relief by community kitchens” and (f)(i) when and (ii) how will such funding transfers take place?

With reference to the Blue Dot Service announced by the Premier in his address to the Western Cape Provincial Parliament on 22 October 2020 and his letter to the Cape Argus dated 26 October 2020:

(a) What are the key lessons learnt from the Red Dot Initiative that will inform the Blue Dot Service, (b) what other factors informed the development of the Blue Dot Service, (c) what are the (i) “monthly incentives” (referred to in the letter to the Cape Argus) that the Western Cape Government will provide to taxi drivers and operators and (ii) indicators that will be used to inform targets related to “good service” and safe operations and (c) how will these incentives be dispensed;
    1. whether the taxi industry has been consulted in the development of the Blue Dot Service; if so, (a) what are the details of any such engagements and (b) will the engagements be ongoing;
    1. (a) how will residents engage with the Blue Dot Service and (b) what are the direct benefits for commuters in using the Blue Dot Service as opposed to other taxi transportation?

With regard to the Premier’s decision to suspend the Minister of Community Safety for allegation of serious misconduct:

  1. (a) What is the number of complaints that he received regarding the matter, (b) when were these received and (c) what are the details of all the steps taken between receiving the complaint or complaints and the date of the suspension of the Minister;
  1. (a) what is the budget that will be used in the process of investigation, (b) who will pay for it, (c) what are the (i) ages of the complainants and (ii) department or departments in which they worked and (d) what are the (i) time frame and (ii) terms of reference of the investigation;
  1. whether he and/or any of his Cabinet colleagues and Members of the Western Cape legislature had any prior knowledge of these allegations before they were reported to him; if so, (a) what are the relevant details, (b) when did they know about the allegations and (c) what steps each took to respond to the allegations?

  1. what is the total (a) number of beneficiaries who benefitted, (b) amount in state subsidies awarded to them to date and (c) anticipated amount in subsidies that will be spent at the completion of this project;
  1. whether provision was made for the building of a public primary and high school on the property; if not, why not; if so, what are the relevant details;

(a) what process was followed to determine which private education provider will operate the schools on the premises and (b) what are the details of the minutes of meeting where these decisions were taken;

(a) What are the details of the GBV Implementation Plan, (b) what are the key interventions that have been identified, (c) what are the specific roles that will be played by each department, (d) what accountability measures will be put in place to ensure that Ministers are held accountable for any failure to implement these interventions fully and (e)(i) what will be the total budget for this GBV Intervention Plan and (ii) where will it come from;
