Questions and Replies

The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

With regard to the deployment of the South African National Defence Force (SANDF) on the Cape Flats:

  1. Whether she formally requested the deployment of the SANDF on the Cape Flats; if so, (a) on what date was the request made, (b) to whom in the national executive was the request directed and (c) what evidence or data did her Department rely on to support such a request;
  2. (a) what oversight mechanisms are in place to monitor the conduct and effectiveness of the SANDF deployment on the Cape Flats and (b) how does she plan to report to the Western Cape Provincial Parliament on the (i) progress and (ii) outcomes of the deployment;
  3. what mechanisms have been established to ensure that residents of the Cape Flats can raise complaints regarding the conduct of the SANDF during the deployment;
  4. whether she has engaged with national authorities regarding an exit strategy for the SANDF deployment on the Cape Flats; if so, what are the relevant details;

With reference to his response to the SOPA debate in which he mentioned that the Safety Plan had been taken to communities for consultation on two separate occasions:

  1. Whether these engagements were publicly advertised; if so, when were they advertised;
  2. whether these engagements were open to the public; if not, why not; if so, what are the relevant details;
  3. whether members of the standing committees were included; if so, what comments were made;
  4. whether the report of both public consultations can be made available?

  1. (a) How much has his Department budgeted annually since 2019 for (i) street-child programmes, (ii) outreach services, (iii) family reunification and (iv) CYCCs and (b) what percentage of the Department’s total budget do this represent;
  2. whether his Department has conducted monitoring and evaluation reports on home-less children from 2019 to 2025; if so, can copies of these reports be made available;
  3. whether the Department has commissioned independent audits of or research on homeless or street-connected children; if not, why not; if so, what are the relevant details;
  4. what emergency plan exists to prevent an increase in children living on the streets given rising economic vulnerability?
