The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing.   1. Whether he can make available the (a) complete bid documents for the tender, (b) details of all the companies that submitted bids, (c) bid evaluation recommendations, (d) scoring per company and (e) final report of the bid committee;
  2. (a) what is the detailed explanation of the verification process used to assess the compliance of bidders and (b) what checks were in place to ensure that all the companies met the necessary requirements before being awarded the tender;
  3. whether all the companies that submitted bids were (a) VAT-registered or (b) CSD-compliant at the time of the bid closure on 16 February 2024; if not, what are the details of the companies that were not compliant; if so, what are the relevant details;
  4. what are the details of the company or companies that were awarded the tender;
  5. whether the company or companies that were awarded the tender were VAT-registered and/or CSD-compliant at the time of the bid closure on 16 February 2024; if not, how was the company’s bid considered compliant under these conditions; if so, what are the relevant details;
  6. whether the alleged reports that a certain company, whose name has been furnished to his Department for the purpose of his reply, only registered for VAT in August 2024 have been bought to his attention; if so, (a) how were its bid documents, which included financial statements reflecting a turnover of nearly R18 million, evaluated and deemed acceptable and (b) what are the details of the evaluation process?

With regard to the capacity of schools in Mitchells Plain and with regard to complaints received from parents whose children’s applications to high schools have been declined and whose appeals to the WCED have been unsuccessful:

(1)     (a) Why are Mitchells Plain learners being denied access to Grade 8 at schools in Mitchells Plain and, in particular, at the (i) Portland High School, (ii) Spine Road High School, (iii) Rocklands High School, (iv) High Cedar High School, (v) Lentegeur High School, (vi) Summerdale High School and (vii) Aloe High School and (b) where does his Department propose that these learners complete their secondary schooling;

(2)     (a) what are the details of the shortfall of capacity for secondary school learners in the Mitchells Plain area, (b) how much of the shortfall is related to school infrastructure, (c) how much of the shortfall is related to teacher shortages and (d) how many additional teacher posts will be lost in 2025 in Mitchells Plain;

(3)     (a) how does his Department plan to address the inability of learners from Mitchells Plain to access placement at a secondary school in Mitchells Plain and (b) what are the details of the plans and approved budgets that his Department have in place to build additional schools or expand existing schools in Mitchells Plain?

(a)  What has been the provincial Minister of Education’s response on the (i) feasibility and (ii) cost implications of his proposal of a “weekend food parcel” as an addition to the feeding scheme for learners in the province, (b)(i) how far is the gap analysis on the current feeding scheme that he referred to and that the Minister of Education, the Minister of Health and Wellness and the Minister of Social Development agreed to, (ii) what is the detailed (aa) report and (bb) findings and (c)(i) when is this “weekend food parcel” support to needy learners envisaged to start and (ii) where will the budget be sourced to fund it?
