The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

  1. The two municipalities falling within the Klein Karoo geographical area are the Oudtshoorn and Kannaland Municipality’s respectively.

The Municipal Systems Act (No.32) of 2000 (MSA) requires that all local municipalities in South Africa prepare Integrated Development Plans (IDPs) to ensure the progressive realisation of the vision of the municipality. Municipal councils are required by the Act to adopt a single strategic plan at the start of its elected 5-year term and to review such plans on an annual basis where circumstances might have changed. The plans must complement all other sectoral plans.

Sections 12 and 13 of the Water Services Act (Act No 108 of 1997) place a duty on Water Services Authorities (WSAs) to prepare and maintain a Water Services Development Plan (WSDP) as one of the sectoral plans referred to in IDPs. The WSDP process is aligned with the IDP process and assess the availability of data and information to support the planning of water services over a five-year period.

Another sector plan referred to in the IDP is the Disaster Management Plan which municipalities are required to prepare in terms of Section 26(g) of the Municipal Systems Act (No. 32 of 2000) as well as the Disaster Management Act, (Act No. 57 of 2002) and the National Disaster Management Framework. As a subsection of the disaster management plans, municipalities must prepare a drought management plan which incorporates both drought disaster risk reduction as well as the response and recovery aspects of the disaster.

All municipalities are further required to have a Water Safety Plan in place.

A water safety plan is a comprehensive water quality management system based on the principles of preventive risk management and incorporating water quality risk assessment, water quality monitoring, incident response management, and verification of water quality compliance, all of the above as part of the requirements of SANS 241 of 2015: Parts 1 and 2.

Not applicable. Both Oudtshoorn and Kannaland Municipalities have Water Service Development Plans, Drought Management Plans and Water Safety Plans in place.
