The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. With reference to the Western Cape Drug Master Plan:

  1. Whether his Department has ensured that every municipality in the province has an active Local Drug Action Committee (LDAC) in place; if so, can he provide evidence of local drug action plans (LDAPs) being (a) developed, (b) funded and (c) implemented in each municipality;
  2. (a) what measurable outcomes have been achieved by his Department in addressing substance abuse through municipal-level interventions in (i) the past three years and (ii) high-risk areas, such as the Cape Flats, and (b) how are these outcomes monitored;
  3. (a) how much funding has his Department allocated specifically to support LDACs and to implement the National Drug Master Plan at local government level and (b) what oversight mechanisms are in place to ensure these funds are used effectively?

(a)  What is the number of persons designated as youth who reside in these wards, (b) what youth development programmes are currently planned or being implemented by his Department in these wards, (c) which service providers have been identified to implement these programmes, (d) what is the value of the funds allocated to each pro-gramme and (e) what are the implementation timelines of each programme?

With reference to children living on the streets in the Western Cape:

  1. (i) What is the number of children currently living on the streets in the province and (ii) what is the breakdown per municipality, (b)(i) what is the number of children accommodated in homeless shelters in the province and (ii) what services are rendered to them by his Department at these shelters and (c) what whole-of-government and whole-of-society approaches are in place to (i) ensure that children living on the streets are reunited with their families wherever possible and (ii) guarantee that such children gain access to early childhood development programmes and education?

Statistics SA reports show that more than 360 000 young people between the ages of 15 and 24 in the Western Cape are currently not in employment, education or training (NEET):

  1. (a) What is the total number of young people between the ages of 15 and 35 in the province who fall into the NEET category, (b) what is the breakdown per age cohort (i) 15–24 and (ii) 25–35, and per (aa) race, (bb) gender and (cc) municipality and (c) what is the provincial government’s response to this crisis of youth exclusion from the economy, education and training opportunities;
  2. what are the details of all the (a) programmes and (b) interventions implemented by the Western Cape Government to address the NEET challenge over the past five years, including the (i) departments responsible for these programmes, (ii) annual budget allocations, (iii) actual expenditure on each programme and (iv) number of young people reached or benefitting in (aa) 2019, (bb) 2020, (cc) 2021, (dd) 2022, (ee) 2023, (ff) 2024 and (gg) 2025 to date?

(1)  (a) What is the total number of registered and accredited NHW members in the City of Cape Town, broken down by area, (b)(i) what is the total number of NHWs per police precinct that are not registered and accredited and (ii) why are they not registered and accredited and (c) what forms of support (financial, training, resources, equipment or other) have been provided to these NHW structures (both accredited and non-accredited) by her Department;

(2)  whether all registered NHW members have received formal training; if not, (a) what percentage has been trained and (b) what is her Department’s plan to ensure full training coverage?
