(a) What is the total amount of funding allocated by his Department to the KSE Kraaifontein Tehuis for older persons in (i) 2022/23, (ii) 2023/24, (iii) 2024/25 and (iv) 2025/26, (b) what is the total annual operational budget of the KSE Kraaifontein Tehuis for the same period, (c)(i) what are the other sources of income of the facility (for example resident fees, Sassa grants, donations or other private or public contributions) and (ii) what is the detailed breakdown of this income;
  2. whether his Department has conducted any financial audits or reviews of the facility since 2022; if so, what are the details of the (a) findings and (b) actions taken;
  3. (a) what (i) mechanisms and (ii) procedures does his Department have in place to monitor the compliance with national and provincial norms and standards for residential facilities for older persons and (b)(i) how frequently is the KSE Kraaifontein Tehuis visited or assessed by his departmental officials and (ii) what specific aspects are inspected or reviewed during these visits;
  4. whether his Department received any formal complaints or alerts regarding non-compliance at this facility since 2022; if so, what actions were taken in response?

With regard to the recent announcement that Garden Route District Municipality (GRDM) and other district municipalities will lose their road agency functions from 1 April 2026:
(1)(a) How does this model aim to improve (i) service delivery, (ii) governance and (iii) accountability compared to the current district municipality road agency arrangement, (b) how is his Department planning to implement this transition across all affected district municipalities, including the GRDM, and (c) what mechanisms are in place to ensure meaningful cooperation between the provincial government and local municipalities during this process;
(2)whether his Department currently has the internal capacity and manpower required to take over the full provincial roads function by 1 April 2026; if not, what resourcing strategies are being undertaken to ensure a seamless transition without service disruption?

In relation to the Minister of Basic Education’s recently reporting that only 19% of South Africa’s teachers have been vetted against the National Register for Sex Offenders:
(a) How many (i) officials and (ii) educators – including both office-based and school-based staff in the province – have been vetted against the National Register for Sex Offenders, (b) what (i) systems and (ii) measures are currently in place to ensure ongoing compliance with the vetting requirements for both new and existing staff, (c)(i) what are the timeline and implementation plan for achieving the full vetting of all educators and relevant personnel in the province and (ii) how will his Department monitor the progress and ensure transparent public reporting and (d) what additional support is required from other stakeholders, such as the national Department of Basic Education, to accelerate the vetting process and to close any systemic gaps?
