Questions and Replies

The right of Members to put questions to Ministers is an important part of ensuring the executive authority’s accountability to the Provincial Parliament. Questions may be put to Ministers related to their spheres of responsibility. Replies to questions are either given orally in the House or in writing. The replies to oral questions are recorded in Hansard.

  1. what are the costs of the legal services incurred to date by the Municipality;

 

  1. whether he has engaged his colleague, the Minister of Cultural Affairs and Sport, and the Mayor of Oudtshoorn about this situation; if not, why not; if so, what were the outcomes of these engagements;

With regard to the following statement made in his Department’s Annual Report for 2021/22: “The Department is in the process to investigate all Finance Linked Individual Subsidies (FLISP) payments to quantify the expenditure incurred dating back from 2016/2017, 2017/2018 and 2018/2019 to determine the full extent of the irregular expenditure incurred.”

What is the update regarding this investigation, (b) what are the details of all the steps that have been initiated and concluded, (c) what are the details of the individuals doing the investigation and (d) what are the details of the irregular expenditure incurred in (i) 2016, (ii) 2017, (iii) 2018, (iv) 2019, (v) 2020, (vi) 2021 and (vii) 2022 to date?

With regard to the following cases highlighted in his Department’s Annual Report: four cases relating to the possible misuse of government motor vehicles; one preliminary investigation was conducted into alleged procurement irregularities at the Ombudsman’s office (the matter was referred to the Provincial Forensic Services for possible further investigation) and one case relating to allegations of fraud (Central Karoo District Municipality – allegation could not be substantiated):

With regard to his press statement on 4 August 2022 titled “100 days as Minister of Police Oversight and Community Safety” in which he said: “I am however concerned that there are various areas where NHWs have either been depleted or they no longer exist. Klawer, in the Matzikama municipal area, Calitzdorp and Ladismith, in the Kannaland municipal area, are places, to name but a few, where NHWs have been depleted. Officials in the Department are in the process of addressing the matter.”:
